The meetings were attended by representatives of the Khanbogd Soum Administration, herders, and Oyu Tolgoi LLC.<\/p>\n\n\n\n<p>The Council discussed and approved the 2025 Annual Work Plan, to be implemented under the relevant clauses of the Herders\u2019 Complaint Resolution Agreements #1 and #2, which includes the following activities:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Review the results of the pasture water resource assessment and discuss the drilling of deep wells.<\/li>\n\n\n\n<li>Improve pasture water supply by installing 8 technological wells, repairing 12 manual wells (hand pump), and setting up 12 solar panels.<\/li>\n\n\n\n<li>Develop and implement a work plan based on the findings of the Closure Audit of the Compensation Program.<\/li>\n\n\n\n<li>Review and specify the contractual provisions and implementation approach for herders\u2019 corral and yard rehabilitation, and prepare a detailed plan.<\/li>\n\n\n\n<li>Reassess the 2020 design of the Herders\u2019 Market and initiate a revised feasibility study.<\/li>\n\n\n\n<li>Hear and discuss the report of the Mongolian University of Life Sciences (MULS) on pilot cultivation of fodder crop and decide on next steps.<\/li>\n\n\n\n<li>Conduct a study for pond construction to support water retention<\/li>\n\n\n\n<li>Align the Young Herder Program with other projects and organize herders\u2019 consultative meetings and international study visits<\/li>\n\n\n\n<li>Commission and operationalize the livestock slaughtering and meat processing plant.<\/li>\n\n\n\n<li>Continue vegetation restoration works at the Bor Ovoo area, including additional replanting.<\/li>\n\n\n\n<li>Continue vegetation rehabilitation and replanting at the Ust bag gravel quarry area.<\/li>\n\n\n\n<li>Review the toxicology and hydrochemical monitoring reports on tailings seepage water quality and movement, and disclose findings to local citizens.<\/li>\n\n\n\n<li>Ensure OT representatives provide regular household-level and bagh-level information to herders and respond to complaints promptly.<\/li>\n\n\n\n<li>Implement the Camel Dairy Farm Project at the household level.<\/li>\n\n\n\n<li>Implement a Young Cattle Fattening Project.<\/li>\n\n\n\n<li>Design and develop a value-added processing project for camel and sheep wool.<\/li>\n\n\n\n<li>Conduct an independent evaluation of TPC governance and the implementation of HCRA #1 and #2.<\/li>\n\n\n\n<li>Repair impassable road sections and animal crossings along the Oyu Tolgoi\u2013Deliin Buuts road, and ensure the safety of watering points and borrow pits during construction.<\/li>\n\n\n\n<li>Herders\u2019 representatives will regularly disseminate TPC updates to herders in their respective baghs every quarter.<\/li>\n\n\n\n<li>Provide emergency fodder support to herders during harsh winter conditions.<\/li>\n\n\n\n<li>Continue the provision of the Independent Secretary Service.<\/li>\n\n\n\n<li>Enable TPC members to participate in national and regional mining-related conferences and consultations to exchange experiences.<\/li>\n\n\n\n<li>Organize events to celebrate the 10th anniversary of the Tripartite Council.<\/li>\n\n\n\n<li>Continue implementation of the \u201cUndai River Cultural Heritage\u201d project.<\/li>\n\n\n\n<li>Continue the Participatory Environmental Monitoring Program.<\/li>\n\n\n\n<li>Present progress updates on improving the structural integrity of the Khaliv\u2013Dugat diversion channel to the TPC and local herders.<\/li>\n\n\n\n<li>Improve maintenance and monitoring of the Oyu Tolgoi\u2013Manlai dirt road.<\/li>\n\n\n\n<li>Restrict unauthorized vehicle traffic along the deep pipeline route.<\/li>\n\n\n\n<li>Present to the TPC and local citizens the corrective measures and progress regarding the tailings storage facility seepage incident.<\/li>\n\n\n\n<li>Present the Environmental and Social Impact Assessment report of the underground mine subsidence zone to the TPC and herders.<\/li>\n\n\n\n<li>Conduct capacity-building training for TPC members.<\/li>\n\n\n\n<li>Hear and discuss progress updates from the contractor on the \u201cKherlen Toonot\u201d project feasibility study and disseminate information to herders.<\/li>\n\n\n\n<li>Continue the native vegetation restoration project in Tologiin Tal as an offset measure for multiple
