Joint Statement of the Tripartite Council

The Tripartite Council held its meeting on January 28, 2021, in a hybrid format. Representatives from the Khanbogd Soum Administration and herders attended the meeting in person at the Citizens’ Development Center, following COVID-19 precautionary measures, while Oyu Tolgoi LLC representatives participated online.

During the meeting, the Council discussed the issues included in the agenda in detail and made the following decisions:

  • To improve responsiveness to herders’ and citizens’ feedback, the Council discussed and approved the draft Procedure for Posting Information on the TPC Website and Social Media Platforms.
  • The Council extended the tender announcement period for selecting a well-repairing contractor and the independent secretary service provider of the TPC by three weeks, to allow sufficient time for local companies to bid.
  • A working group was established to review issues related to operational expenses for herders’ representatives of the TPC.
  • A working group was formed to assess the implementation of the Livestock Sector Development Policy Program of Khanbogd Soum, as outlined in Annex B of the HCRA #1, and to present findings to the Council.
  • Oyu Tolgoi LLC reported that between 2011 and 2020, a total of MNT 10 billion in compensation payments had been made to 249 herder households (duplicated number). 
  • The Council reviewed five requests submitted by local herders and discussed one petition in detail, deciding to establish a working group to explore collaboration opportunities for senior herders under the principles of collective compensation, given the COVID-19 pandemic situation.
