The parties established the Tripartite Council and signed the Memorandum of Understanding. Formed in 2015, the Khanbogd Soum Tripartite Council consists of equal representation from the Soum Administration, local herders, and Oyu Tolgoi LLC.
The origins of the Council date back to 2012–2013, when the Legal Compliance, Monitoring and Advisory Ombudsman’s Office worked together with a group of Khanbogd herders to identify solutions for addressing their complaints.
