Joint Statement of the Khanbogd Soum Tripartite Council

The Tripartite Council of Khanbogd Soum (TPC) held its regular meeting on 17–18 August 2020 at the Citizens’ Development Center. The meeting was attended by representatives of the Khanbogd Soum Administration, herders, and Oyu Tolgoi LLC along with two local citizens and one staff member from Development Solutions NGO as observers.

In accordance with the Council’s Rules of Procedure, Mr. B. Khuyag, representative of the Khanbogd Soum Administration, was appointed as the new Chairperson of the Council. The herders' side introduced Kh. Nekhiit, newly elected as the Representative Leader of the Herders' Side, who was formally presented to the Council.

The Council discussed and decided on the following agenda items:

  • Reviewed and evaluated the implementation progress of the Herders’ Complaint Resolution Agreement #2.
  • Agreed that the projects outlined in the Agreement, including the Herders’ Market and Livestock Slaughter Line, will be managed and implemented through the Soum Joint (Secondary) Cooperative, based on the results of herders’ voting, and decided to initiate the feasibility study for these projects
  • Agreed to continue the second phase of the Undai River Cultural Heritage Project.
  • Discussed and reviewed five petitions submitted by local citizens to the Council.
  • Decided to intensify the implementation of the commitments under the HCRA and to strengthen the overall operations of the Council. Accordingly, the Tripartite Council will hold meetings monthly until the end of 2020, while the Management Unit and working groups will meet every two weeks.
