Joint Statement of the Tripartite Council

The TPC held its regular meeting on June 04, 2021 in a hybrid format. Representatives from the Khanbogd Soum Administration, herders, and Oyu Tolgoi LLC attended the meeting in person at the Soum Cultural Center, following COVID-19 precautionary measures, while some representatives from Oyu Tolgoi LLC joined online.

During the meeting, the Council discussed the agenda items in detail and made the following decisions:

  • Reviewed and finalized the TPC 2020 Annual Report.
  • Decided that the tender for selecting the contractor to repair 20 manual wells (hand pumps) used by herders would be organized in accordance with OT's procurement department's policies and procedures.
  • It was agreed to extend the period for the TPC and relevant parties to provide comments on the Terms of Reference (ToR) for the independent evaluation of (i) the implementation of HCRA I and II, and (ii) the Oyu Tolgoi Resettlement and Compensation Program by 14 days..
  • Exchanged information on the progress of the Herders’ Market and Livestock Slaughter Line projects. It was noted that the establishment of the Soum Joint (Secondary) Cooperative to manage project governance structure had been delayed due to COVID-19 restrictions. The working group was instructed to expedite coordination once health and safety restrictions are lifted. The project locations were approved by the Soum administration in April 2021, allocating land within the Khanbogd Soum Industrial Zone. Oyu Tolgoi LLC is responsible for contracting professional organizations to prepare the designs, feasibility studies, and environmental assessments, and has already announced the relevant tenders.
  • Discussed two petitions submitted by local herders; it was decided that the soum administration would respond to one petition and OT would respond to the other.
  • Expanded the Working Group evaluating the implementation of the 10-Year Livestock Sector Program (Annex B of the HCRA #1) to seven members, and expanded the Working Group on mitigating and restoring COVID-19 impacts on herders to nine members..
  • In accordance with the TPC Rules of Procedure, the position of the Council chairperson was transferred from the soum administration side to the head of the herders’ representatives for a one-year term.
