The TPC held its regular meeting on 25–26 August 2021 in a hybrid format. Representatives from the Khanbogd Soum Administration, herders, and Oyu Tolgoi LLC participated in compliance with COVID-19 precautionary measures.
The Council discussed the agenda items in detail and made the following decisions.
- Based on the findings of the Working Group on mitigating the COVID-19 impacts on herders, the Council agreed to implement the Healthy Herder–3 Program and the herders’ corral and yard improvement activities in line with Clause No. 3 of the HCRA #1 and #2.
- Discussed the herders’ project proposals related to well, corral, and yard repairs in follow-up to the decision made at the meeting held on June 04, 2021. The parties agreed to continue implementing the well and corral repair works annually through a tender-based mechanism.
- It was reported that Khanjavkhlant LLC is currently carrying out the 2020 well repair works (20 manual wells) with 50% completion. The 2021 well repair plan (20 manual wells) will be decided by the soum administration based on the findings of the monitoring working group overseeing Khanjavkhlant’s performance.
- As approximately 80% of solar-powered deep wells are currently operational, the Council decided to conduct a needs assessment to determine the requirement for additional installations. It also approved the development of a pasture water supply map for Khanbogd Soum and established a working group to conduct a survey and analysis based on herders’ feedback.
- The Working Group evaluating the implementation of the 10-Year Livestock Sector Development Program was instructed to continue its work.
- The Working Group on Fodder Crop Cultivation reported on pilot activities involving Sudan grass and maize (corn), which are suitable for Gobi soil conditions, with technical input from the Mongolian University of Science and Technology. The working group was tasked with preparing an economic feasibility analysis for cultivating and selling the seeds of these crops.
- The Council reviewed letters sent by two NGOs, Oyu Tolgoi Hyanalt and Goviin Gazar Shoroo, to Oyu Tolgoi LLC, and decided to organize a joint information exchange meeting with these NGOs at a future TPC meeting to discuss issues raised in the correspondence.
- The tender for selecting a contract to provide the Independent Secretary service for the TPC was announced by Oyu Tolgoi LLC and closed on August 20, 2021. The selection process will proceed in accordance with OT's procurement policies and procedures.
- The soum administration, Oyu Tolgoi LLC, and herders’ representatives each reported on the progress of the Herders’ Market and Livestock Slaughter Line projects. The feasibility study (FS) and design work being implemented by Oyu Tolgoi LLC are progressing on schedule. The formation of primary and joint (secondary) cooperatives under the herders’ responsibility has been delayed for over a year due to COVID-19 restrictions. The cooperative formation meeting will proceed once approval from the Omnogovi Aimag's Emergency Management Commission is received.
- The Oyu Tolgoi Environmental Department presented its 2021 report, which included in-depth discussions on several environmental topics, notably the monitoring of the Undai River.
