Ханбогд сум 2022 оны нэгдүгээр сарын 19
The TPC held its regular meeting on January 18–19, 2022, in a hybrid format. Representatives of the Soum Administration, herders, and Oyu Tolgoi LLC attended the meeting while following the COVID-19 precautionary measures.
The Council discussed the agenda items in detail and made the following decisions.
- Reviewed updates on the Oyu Tolgoi Underground Mine Development and other ongoing matters. The Council agreed that Oyu Tolgoi LLC should actively disseminate information to herders regarding potential impacts and outcomes associated with underground mining operations.
- Heard a briefing on the official letter submitted from “Goviin Gazar Shoroo” NGO and decided that TPC members should meet with the NGO to discuss the issues raised in the notice. The meeting was scheduled and held at 15:00 on January 19, 2022, at the Citizens’ Development Center, attended by representatives from Oyu Tolgoi Hyanalt NGO and local herders.
- Reviewed the independent evaluation results of the HCRA #1 and #2, and concluded the overall progress rating at 74% completion. The Council identified and prioritized long-term and one-time activities, specifying performance indicators, targets, and implementation timelines.
Decisions made in relevance to the HCRA
– Under Clause 1.1, to establish a Pasture Users’ Association in the soum and develop a pasture management plan with measurable outcomes.
– Under Clause 1.3, the plan is to drill two deep wells and repair sixteen manual wells (hand pump) in total, and to construct four new pilot manual wells (hand pump) in each bagh. Well construction and rehabilitation activities will continue through 2027, with annual quotas to be set each year.
– Under Clauses 3.2, 4.4, and 4.8, it was agreed to conclude agreements in 2022 with the remaining three households located within the area of impact that have not yet signed agreements.
- Discussed and resolved two petitions submitted by local herders, agreeing to provide written responses to the petitioners.
- Reviewed and preliminarily approved the TPC’s 2022 Annual Plan, incorporating the activities derived from the implementation of HCRA #1 and #2.
