The TPC held its regular meeting on 4 September 2022 in a hybrid format. The meeting was attended by representatives of the Khanbogd Soum Administration, herders, and Oyu Tolgoi LLC, along with specialists from Oyu Tolgoi’s Environmental Department and its Tailings Storage Facility Unit, representatives of the Munkh Nogoon Galba NGO, and researchers from the University of Cambridge who participated as observers.
The Council discussed the agenda items in detail and made the following decisions.
- Reviewed updates on the establishment of a management cooperative to oversee the operations of the Livestock Slaughter Line and Herders’ Market, including progress on forming primary cooperatives and plans for the joint (secondary) cooperative. It was agreed to accelerate herders’ membership enrollment in primary cooperatives and the formation of the joint (secondary) cooperative. To strengthen coordination, a meeting will be organized in Khanbogd Soum involving the Tripartite Council, primary cooperative leaders, and representatives from Development Solutions NGO in September.
- Instructed the working group to intensify implementation of the projects and programs under the HCRA #1 and #2 and to regularly incorporate feedback from beneficiary groups.
- Established a joint working group to select an independent organization to conduct an independent evaluation of the implementation of HCRA #1 and #2.
- Supported conducting an independent assessment of the TPC’s Rule of Procedures, their implementation, and overall governance effectiveness.
- Concluded that the Student Scholarship Program, implemented under the HCRA, has been fully completed. The working group was expanded to study options for continuing the program and developing alternative options for its next phase.
- Agreed to organize a joint meeting in Khanbogd Soum involving the TPC Management Unit, Munkh Nogoon Galba NGO, and other relevant national and international experts, researchers, and consultants to discuss issues related to seepage at the Oyu Tolgoi Tailings Storage Facility.
- Decided that Oyu Tolgoi LLC, Munkh Nogoon Galba NGO, and the joint working group will deliver a detailed presentation on the tailings dam and related issues during the Citizens’ General Meeting of Javkhlant bagh in Khanbogd Soum.
- Oyu Tolgoi LLC presented the 2022 progress report on the Environmental Management Plan and Water Management. It was agreed that the next TPC meeting would focus on water-related issues.
- Discussed petitions and requests submitted by herders and agreed to provide written responses to the petitioners.
