The TPC held its regular meeting on November 02-03, 2022, in an in-person format. The meeting was attended by representatives of the Soum Administration, herders, and Oyu Tolgoi LLC, along with specialists from Oyu Tolgoi’s Environmental Department and its Tailings Storage Facility Unit, as well as representatives from General Lights LLC and Bat Setgel LLC. During the meeting, the Council discussed the agenda items in detail and made the following decisions:
Oyu Tolgoi LLC will be responsible for organizing the upcoming meeting in Khanbogd Soum regarding tailings facility seepage issues, while the TPC parties will be responsible for ensuring information dissemination to participants.
Oyu Tolgoi LLC will provide face-to-face information to herder households along the Undai River about the tailings seepage issue and deliver a detailed briefing during the Citizens’ General Meeting of Javkhlant bagh in Khanbogd Soum
The Soum administration and Oyu Tolgoi LLC will jointly manage vehicle traffic and monitor non-designated heavy-duty vehicle movement along the Oyu Tolgoi–Deliin Buuts improved road during the application of dust suppression agents.
Oyu Tolgoi LLC will ensure the Oyu Tolgoi–Deliin Buuts road is regularly and fully watered to minimize dust emissions.
The “Undai River Cultural Heritage” project implemented by senior herders will be extended for three additional years, with funding increased by 50 percent.
Of the 29 exploration boreholes planned to be sealed in 2022, three will be transferred to the soum administration for herder use, in consideration of the herders' requests.
The Terms of Reference for the independent evaluation of the Herders’ Complaint Resolution Agreements #1 and #2 will be finalized.
Reviewed the progress report on the repair of 16 manual wells and the drilling of 8 deep wells for pasture water supply and 3 deep wells for green area development planned for 2022.
Reviewed updates on the establishment of the joint (secondary) cooperative, including recent meetings and outcomes, and assigned specific follow-up actions to the working group.
Oyu Tolgoi LLC presented a feasibility study on the railway.
Reviewed the completion report on the installation of solar-powered water pump equipment in 22 herders’ deep wells and the repair of 257 herder corrals and yards.
