The TPC held its regular meetings on 4 and 24 February 2025 at the Citizens’ Development Center in Khanbogd Soum. The meetings were attended by representatives of the Khanbogd Soum Administration, herders, and Oyu Tolgoi LLC.

The Council discussed and approved the 2025 Annual Work Plan, to be implemented under the relevant clauses of the Herders’ Complaint Resolution Agreements #1 and #2, which includes the following activities:

  • Review the results of the pasture water resource assessment and discuss the drilling of deep wells.
  • Improve pasture water supply by installing 8 technological wells, repairing 12 manual wells (hand pump), and setting up 12 solar panels.
  • Develop and implement a work plan based on the findings of the Closure Audit of the Compensation Program.
  • Review and specify the contractual provisions and implementation approach for herders’ corral and yard rehabilitation, and prepare a detailed plan.
  • Reassess the 2020 design of the Herders’ Market and initiate a revised feasibility study.
  • Hear and discuss the report of the Mongolian University of Life Sciences (MULS) on pilot cultivation of fodder crop and decide on next steps.
  • Conduct a study for pond construction to support water retention
  • Align the Young Herder Program with other projects and organize herders’ consultative meetings and international study visits
  • Commission and operationalize the livestock slaughtering and meat processing plant.
  • Continue vegetation restoration works at the Bor Ovoo area, including additional replanting.
  • Continue vegetation rehabilitation and replanting at the Ust bag gravel quarry area.
  • Review the toxicology and hydrochemical monitoring reports on tailings seepage water quality and movement, and disclose findings to local citizens.
  • Ensure OT representatives provide regular household-level and bagh-level information to herders and respond to complaints promptly.
  • Implement the Camel Dairy Farm Project at the household level.
  • Implement a Young Cattle Fattening Project.
  • Design and develop a value-added processing project for camel and sheep wool.
  • Conduct an independent evaluation of TPC governance and the implementation of HCRA #1 and #2.
  • Repair impassable road sections and animal crossings along the Oyu Tolgoi–Deliin Buuts road, and ensure the safety of watering points and borrow pits during construction.
  • Herders’ representatives will regularly disseminate TPC updates to herders in their respective baghs every quarter.
  • Provide emergency fodder support to herders during harsh winter conditions.
  • Continue the provision of the Independent Secretary Service.
  • Enable TPC members to participate in national and regional mining-related conferences and consultations to exchange experiences.
  • Organize events to celebrate the 10th anniversary of the Tripartite Council.
  • Continue implementation of the “Undai River Cultural Heritage” project.
  • Continue the Participatory Environmental Monitoring Program.
  • Present progress updates on improving the structural integrity of the Khaliv–Dugat diversion channel to the TPC and local herders.
  • Improve maintenance and monitoring of the Oyu Tolgoi–Manlai dirt road.
  • Restrict unauthorized vehicle traffic along the deep pipeline route.
  • Present to the TPC and local citizens the corrective measures and progress regarding the tailings storage facility seepage incident.
  • Present the Environmental and Social Impact Assessment report of the underground mine subsidence zone to the TPC and herders.
  • Conduct capacity-building training for TPC members.
  • Hear and discuss progress updates from the contractor on the “Kherlen Toonot” project feasibility study and disseminate information to herders.
  • Continue the native vegetation restoration project in Tologiin Tal as an offset measure for multiple dirt tracks formed along the Oyu Tolgoi–Manlai road, ensuring improved monitoring and performance.
