Joint Statement

The TPC held its regular meeting on May 12–13, 2025, at the Citizens’ Development Center in Khanbogd Soum. The meeting was attended by representatives of the Khanbogd Soum Administration, herders, and Oyu Tolgoi LLC, as well as representatives from MIRIM Business Consulting, the Mongolian University of Life Sciences (MULS), the Mongolian Association of Hydrogeologists and Geoecologists, the Mongolian University of Science and Technology (MUST), the Oyu Tolgoi Tailings Team, and local relations specialists.
Representatives from MIRIM Consulting Firm, the Mongolian University of Life Sciences, the Mongolian Association of Hydrogeologists and Geoecologists, the Mongolian University of Science and Technology, the Oyu Tolgoi Tailings Team, and community relations specialists also participated.
The Tripartite Council planned to implement 34 activities in 2025 under the HCRA #1 and #2. To support this, the Council has established working groups by thematic area, assigning responsibilities and implementation roles accordingly.
Key Discussion Points and Decisions:
- Reviewed the implementation and coordination of agricultural projects, and agreed that the working group will define the implementation model for the Herders’ Market Project. MIRIM will prepare a detailed financial and economic analysis based on this model.
- Discussed and advanced the Young Cattle Fattening Project to the implementation stage.
- Reviewed the Camel Dairy Farm Project and agreed to implement it among 56 eligible herder households in Khanbogd Soum during 2025–2027, starting with 12 households in 2025. The working group will be responsible for selecting project implementers, while MIRIM will conduct a risk assessment and detailed economic study.
- Heard and discussed a presentation from MIRIM on the Sheep Wool Fertilizer Plant Project. The Council approved the project in principle and assigned the consulting firm to conduct a detailed feasibility study.
- Discussed the pilot phase of the fodder cultivation conducted with the participation of MULS experts and requested the team to reassess the economic calculations for the project.
- The Khanbogd Soum Administration presented the Young Herder Program, and the Council instructed the working group to develop a detailed implementation plan for activities under this initiative.
- Oyu Tolgoi LLC presented its revised Procedure for Receiving and Resolving Community Feedback and Complaints, and TPC members agreed to provide input and recommendations.
- Reviewed the support plan for targeted households based on the recommendations of the Resettlement and Compensation Closure Audit.
- Heard updates on the progress of corrective measures related to tailings seepage management and exchanged views on improving information sharing with herders.
- Reviewed presentations on offset vegetation restoration and replanting activities, including work at Tologiin Tal, Bor Ovoo, and the Ust bag gravel quarry. The Council confirmed that the new Bor Ovoo revegetation site has been fully completed and agreed to conclude that it is fully implemented.
- Heard and discussed a presentation by the MUST research team on the experimental sand dam project for water retention and exchanged feedback.
- Reviewed the Pastureland Water Supply Working Group report and approved the list of households where 8 technological wells, 12 repaired manual wells (hand pump), and 12 solar panels will be installed across four baghs of Khanbogd Soum in 2025.
