Joint Statement
Өмнөговь аймаг Ханбогд сум 2025 оны зургаадугаар сарын 10
The Tripartite Council of Khanbogd Soum (TPC) held its regular meeting on June 10, 2025, at the Citizens’ Development Center in Khanbogd Soum. The meeting was attended by representatives of the Khanbogd Soum Administration, herders, and Oyu Tolgoi LLC.
Representatives from the Institute of Geography and Geoecology of the Mongolian Academy of Sciences also participated as observers.
The Council discussed the implementation of activities included in the 2025 Annual Plan and made the following decisions:
- Ингэний фермийн аж ахуй эрхлэх төслийг 2025 онд 12 малчин өрх хэрэгжүүлэх ба менежментийг Ханбогд сумын нийт малчдын байгуулсан Дундын хоршоо хариуцах, төслийн эдийн засгийн нарийвчилсан тооцоо судалгааг зөвлөх байгуулагаар хийлгэхээр тохиров.
- Reviewed the draft implementation plan of the Young Herder Program, prepared by the working group, and collected feedback from members. The working group was assigned to develop a detailed program for organizing a herders’ consultation meeting and study visits for experience sharing.
- Presented the draft Terms of Reference for conducting an independent evaluation of the implementation of the HCRA #1 and #2 and the TPC Rules, and agreed to gather input from all parties.
- Oyu Tolgoi LLC presented a summary of findings from the “Voices from Locals” study.
- Discussed and approved the Joint Cooperative’s proposal to organize a study tour visit to similar facilities operating livestock slaughtering, meat processing, and young cattle fattening businesses, aimed at strengthening operational capacity and supporting the start-up of cooperative-led activities.
- Conducted a site visit to the newly revegetated area in Bor Ovoo, confirming that the planting activities were fully completed, and decided that the relevant clause under the HCRA has been successfully fulfilled.
