Omnogovi Aimag Khanbogd Soum 28 October 2020
The Tripartite Council of Khanbogd Soum (TPC) held its regular meeting on 27–28 October 2020 at the Citizens’ Development Center. The meeting was attended by representatives of the Council's three parties - Khanbogd Soum Administration, herders, and Oyu Tolgoi LLC. In addition, four staff members from “Munkh Nogoon Galba” NGO and three specialists from the Khanbogd Soum Livestock Health Center participated to provide supplementary information to Council members.
During the meeting, the Council discussed in detail the issues included in the agenda and made the following decisions:
- The OT's Environmental Department presented its 2020 annual report.
- The Council reviewed and approved the monitoring plan and budget prepared by Munkh Nogoon Galba NGO for the monitoring activities at the Oyu Tolgoi Tailings Storage Facility.
- Members received updates on the operational launch of the Soum Livestock Health Center’s professional activities.
- The Council members were briefed on the baseline disease study project for the Khanbogd soum livestock population.
- It was decided to repair five manual wells (hand pumps) per bagh within 2020.
- The Council approved an action plan to accelerate the implementation of the Herders’ Market and Livestock Slaughter Line projects, based on the options proposed by the herders.
- The Council agreed to develop a pasture resource mapping and, based on the mapping results, to identify new water points and gather feedback from herders.
- Two petitions submitted by herders were discussed and resolved
- The parties agreed to develop and present alternative project proposals to replace the previously planned fodder crop cultivation project.

- The Council reviewed the overall structure and design of the planned TPC website.
- The draft Procedure for Managing Conflicts of Interest of the Council was discussed and approved.
