
Established in 2015, the Tripartite Council of the Khanbogd Soum brings together representatives of Oyu Tolgoi, the Khanbogd Soum Administration, and local herders to jointly oversee the implementation of the Herders’ Complaint Resolution Agreements and discuss issues concerning livelihoods, water, and pasture management.



Under the decision of the Tripartite Council, the “Galbyn Gobiin Torgon Süreg” Joint (Secondary) Cooperative, established by local herders of Khanbogd Soum, will be responsible for managing the Collective Community Compensation Projects implemented under the Herders’ Complaint Resolution Agreements I and II.
On October 14, 2025, representatives from the Khanbogd Soum Administration, “Galbyn Gobiin Torgon Sureg” Joint (Secondary) Cooperative, and Oyu Tolgoi LLC signed a Memorandum of Understanding to collaborate on the implementation of the projects. The MoU outlines cooperation on three key initiatives, including the Feedlot Cattle Fattening Project, the Camel Milk Production Project, and the Wool-Based Organic Fertilizer Project. These projects aim to establish a foundation for developing value-added agricultural production while generating tangible income opportunities for local herders.
During the event, a financing agreement was signed to officially launch the Feedlot Cattle Fattening Farm Project, one of the Collective Community Compensation Projects. Under this agreement, the Joint (Second) Cooperative will contribute MNT 375 million (USD 104,300), while Oyu Tolgoi LLC will provide MNT 1.7 billion USD 473,200) in funding. The project aims to establish an exemplary intensive livestock farming enterprise in the region, improve the productivity and quality of livestock, promote the production of value-added products, and create conditions that strengthen herders’ livelihoods and support rural and local economic development.
